Was würdest Du tun? What would You do? Dieses Konzept nennt sich bedingungsloses Grundeinkommen oder BGE This concept is named "basic income grant" or BIG.
...und es ist die wohl ehrgeizigste sozialpolitische Idee unserer Zeit and it might be the most ambitious social-political idea of our time.
2017 kam diese Idee zum wiederholten Male weltweit ins Rollen in 2017, this idea once again got into movement worldwide. erste Versuche dazu haben bereits begonnen oder sind geplant first attempts have already started/initial trial have already begun or they are planned
und immer mehr Länder denken über das BGE als Alternative zu Sozialleistungen nach more and more countries think about BIG as an alternative to social benefits
wie könnte man so etwas umsetzen und was sind die pro- und contra-Argumente? how could something like that made real/become a reality - and what are the "pros" and "contras"? Momentan gibt es noch keine Einigkeit, wie ein BGE aussehen könnte momentarily there is still no agreement/ consensus how a "BIG" could look like
manche wollen damit nicht nur die Sozialleistungen, sondern auch die Bürokratie abschaffen some not only want to abolish social benefits, but also bureaucracy

In diesem Szenario ist das BGE ein Weg, um den Menschen eine Grundsicherung zu ermöglichen ohne zu viele Zwänge und Bürokratie

Aber gibt dann nicht jeder sein Geld für Alkohol aus und hört auf zu arbeiten?

2013 hat eine Studie der Weltbank genau das untersucht
in 2013 a study of the world-bank exactly investigated that.
Verschwenden arme Menschen ihre Zuwendungen für Alkohol und Tabak, wenn sie sie bar erhalten?
Do poor people waste their benefits on alcohol and tobacco when they recieve them as cash?
Die klare Antwort lautet: nein, tun sie nicht!
The answer is clearly: no, they don't!
Im Gegenteil. Andere Studien haben gezeigt, dass ein Mensch um so mehr Alkohol und Drogen konsumiert, je reicher er ist.
On the contrary. Other studies have shown, that a human consumes more alcohol and drugs the richer he is.
Das Bild vom faulen, betrunkenen Armen ist eher ein Vorurteil.
The image of the "lazy, drunken poor" is rather a prejudice.
Und was ist mit Faulheit?
And what about laziness?
In den 70ern wurden in Kanada Tests zum BGE durchgeführt.
In the seventies, tests for the "BIG" were executed in Canada.
Nur ca. 1% der Teilnehmer hörte auf zu arbeiten und das meistens den Kindern zuliebe.
Only about 1% of the participants stopped working, and that mostly for the sake of the children.
Im Durchschnitt reduzierten sie ihre Arbeitsstunden um weniger als 10%.
In average they reduced their working hours less than 10%.
Die gewonnene Zeit wurde genutzt, um sich weiterzubilden, oder nach besseren Jobs zu suchen.
The gained time was used for further education or for the search for better jobs.
Aber wenn diese Faktoren keine große Rolle spielen, könnte man doch auch mit den vorhandenen Sozialleistungen die Armut beenden?
But if these factors don't matter much, poverty could be ended with existing welfare benefits after all?
Staatliche Leistungen sind oft an hohe Auflagen gebunden.
Governmental welfare benefits often are connected to high obligation.
Man muss an Kursen teilnehmen, sich monatlich auf eine bestimmte Anzahl von Stellen bewerben
und Jobangebote annehmen, die vielleicht gar nicht zu einem passen oder nur schlecht bezahlt sind.
You have take part in courses, apply to a fixed number of free jobs and to take jobs that maybe do not fit to you or that are paid badly.
Neben der Einschränkung der Selbstbestimmung sind solche Auflagen oft eine ziemliche Zeitverschwendung und sollen nur die Arbeitslosenquote niedrig erscheinen lassen.
Apart from the limitation of self-determination those obligations mostly are a pretty waste of time and shall let the unemployment rate appear low only.
Ein weiterer unguter Nebeneffekt vieler Sozialprogramme ist, dass sie Menschen
in der Armut festhalten und passives Verhalten fördern.

Bei vielen Programmen ist es so, dass alle Leistungen gestrichen werden, wenn man auch nur einen EUR zu viel dazuverdient.
In many programs it is common to cancel all benefits if you earn in addition even only 1 EUR too much.
Nimmt man einen Job an, der 1200 EUR einbringt, verliert man nicht nur die Sozialleistungen, sondern hat am Ende dank Steuern und anderen Ausgaben vielleicht weniger übrig als vorher.
If you take a job that brings in EUR 1200, you not only lose your social benefits, but you may end up with less left over than before, thanks to taxes and other expenses.
Versucht man aktiv seine Situation zu verbessern und hat am Ende aber genauso viel
oder sogar noch weniger Geld zur Verfügung als vorher,
entsteht ein Hindernis, das die Menschen in der armut festhält und passives Verhalten belohnt.
If you try actively to improve your situation and posses as much as before or even less money in the end, a barrier is created, which keeps people in poverty and rewards passive behaviour.
Ein bedingungsloses Grundeinkommen kann niemals gestrichen werden.
A basic income grant can never be canceled.
Also kann man seine finanzielle Situation durch Arbeit immer verbessern.
Thus you can improve your financial situation always by work.
Arbeit wird immer belohnt.
Work is always rewarded.
Anstatt einer Hürde entsteht also ein Sprungbrett, von dem aus man sich selbst weiterbringen kann.
Instead of a barrier, you have a stepping stone from which to help yourself.
Aber auch wenn das BGE das bessere Modell ist, ist es finanziell umsetzbar?

Was ist mit Inflation?
What about inflation?
Werden die Preise nicht einfach steigen und alles ist dann so wie vorher?
Will the prizes not simply increase and everything is the same as before?
Geld wird nicht durch Magie erschaffen oder einfach ausgedruckt - es muss irgendwo herkommen.
Money ist not created by magic or simply printed out - it has to come from somewhere.
Es ist eher eine Umverteilung als eine Schaffung neuer Mittel.
Rather, it is a redistribution than the creation of new financial resources.
Das heißt also nicht unbedingt Inflation.
That does not mean necessarily inflation.
O.K. - also woher kommt das Geld?
O.K. - so where does the money come from?
Hier gibt es keine richtige Antwort, denn nicht jedes Land ist gleich.
There is no right answer, because not all countries are the same.
Es kommt darauf an, wie wohlhabend ein Land ist und welche Werte vorherrschen.
It depends on how wealthy a country is and which values matter most.
Sind hohe Steuern und eine Reduzierung des Militär-Budgets politisch akzeptiert oder nicht?
Are high taxes and a reduction of the military budget politically accepted or not?
Welche Sozialmaßnahmen gibt es bereits und wie effektiv sind sie?
What social measures already exist and how effective are they?
In jedem Land gibt es einen individuellen Weg zum BGE.
In every country does an individual way to the "BIG" exist.
Ein erster Schritt, das BGE zu finanzieren, wäre alle sozialleistungen zu streichen und dann die freigewordenen Mittel zu verwenden.
A first step for financying the BIG could be cancelling all social benefits and using the won financial ressources for it.
Damit würde man nicht nur einige Ämter abschaffen und somit Geld sparen, man könnte außerdem noch Bürokratie abbauen.
By doing that not only some offices coud be abolished and money could be saved, but also bureaucracy could be reduced.
